20-25 Billions: Produce 75% of food and water needed
25-30 Billions: Produce 50% of food and water needed
30-35 Billions: Produce 25% of food and water needed
35+ Billions: When a system hits this number it has gone beyond critical, and can no longer produce food of any amount, population growth will start declining towards zero by 30% every turn.
This mean that Home system always relies on Departments to obtain water and food to survive, take care of your food production, starvation and unrest will set up as you lose supply.
Departments:
1-5 Billions: Produce excess food and water. Can feed an extra 3 Billion people.
5-10 Billions: take care of itself.
10+: No longer is self sustainable and need to import from other areas.
Colonies:
up to 1 Billion: produce 1 Billion food
1-2: feed itself
2+: Needs to Import food

When A capital system reduce its population below 20 Billions its population growth is automatically doubled until 20 billion reached again. Below 15 Billion tripled. below 10 quadrupled. and changed accordingly.
Departments start with double double economic growth and population growth from standard.(plus added bonuses)
Moving population to departments cost around 1 trillion per billion people. for colonies its case for case basis.
Home systems that go below 15 Billion pop, produce an extra 5 billion food.
