Do I need a good computer to run Melee?
No, it will run on most laptops too, the only thing really needed is a decent processor.
Make sure you run your computer in high performance mode etc, and that run the emulator in Fullscreen (Press Alt+Enter)
If its stuttering, try different backends (graphics options). Some people have more success with OpenGL, some don’t.

How to get Widescreen:
Use the gecko code – right click Melee 1.02 in Dolphin, click  “properties”, then under the tab “Gecko Codes” enable “Widescreen 16:9. It does not desync even if only one person has it enabled, the “notes” is outdated. Do however set Aspect Ratio to “Force 16:9” in Graphics for 16:9 monitors.
 
What controllers are supported?
For now, I would only recommend using official gamecube controllers (no third party shit! I promise you its not worth the lower price tag) and Smashboxes/the B0XX type controllers.
More controller support in the future is planned but not guaranteed, and for now they would not be legal if you were to attend a tournament.

Do I need a gamecube adapter?
If you want to use a gamecube controller, which has the least amount of input lag, you want a gamecube adapter with native support. Wifi, Internet Speed, does it matter?
Wifi sucks, but can work a little better with rollback. Internet bandwidth doesn’t really matter (5MB up vs 500 up), stability and low ping is much more important.
 
Do I need a good monitor?
Monitors can make a difference at higher levels but are not needed to start out, and yes, 60hz vs 120/144hz does make a difference even if the game is only running in 60fps.
Try running it in 120Hz for optimal performance, its slightly better than 144hz. Gsync/Freesync does work, and in my experience provides significantly more smooth of an image and more stable performance.

Cheapest option I would recommend, 144hz and very low lag, but no Gsync/Freesync or IPS however.

Short answer, yes but dont
Long answer, yes, but its almost never necessary unless playing very high ping matches. Follow this twitch clip for instructions:

What delay for what ping:
Anything below 110 ping, use 2 frame, NEVER 0 
110 ping to 150, use 3F
Above 150-175 use 4f 
Above 210~ use 5f
And so on
