Blonde hair in anime is a color that represents ALL kinds of personalities and traits.
There’s never “one” way to define it, unlike red-haired anime characters in comparison.
But with that said – you usually find these traits in blonde haired anime characters:

When you strip away all the humor from her role in Code Geass, especially early on, she’s got a good head on her shoulders and is smarter than she looks.
Irina Jelavic (Assassination Classroom)
Irina Jelavic is the “teacher” in Assassination Classroom, who steps in from time to time alongside Koro Sensei. The protagonist.
When she’s not being made fun of by the students because of her name, and when she’s not pissed of, she’s a woman with enough wisdom to make anyone pay attention.
Her line of work is associated with assassinations and murder (hit-woman), so it only goes without saying. Despite her beautiful, unassuming appearance.
Beatrice (Re:Zero – Starting Life In Another World)
Beatrice, nicknamed betty is a strange Loli character, who’s actually older than she looks.
In fact – she has an uncomfortable level of power for someone so small and delicate on the surface. But you don’t get to see much of it later into the series, since she’s a support character.
One of the most memorable things about Beatrice is her phrase: “I suppose”. She adds it to almost everything she says in a conversation.
It’s literally the one thing that makes Beatrice so famous, loveable and popular in the anime community of blonde characters and mages.
Saber (Fate Stay Night)
Saber is one of the more well-rounded female characters in the anime industry. And one of the most “respected” as a well-written character.
As a knight – she’ll lay down her life for you, because she’s loyal and believes in doing the right thing. No matter how tough the decision is.
And she fights with a purpose, refusing to settle for less or lower her standards for anyone. Even if it means death.
Jeanne D’Arc (Fate Apocrypha)
Jeanne D’arc, like Saber, is based on mythology and history.
And no different to Saber, she’s done things that she “somewhat” regrets in the beginning, but manages to live with and even overcome with her iron-will and strong resolve.
She’s not the type to flaunt her strength, or brag about how powerful she is, but she can back it up if it comes down to it.
Violet Evergarden (Violet Evergarden)
Violet Evergarden is a gentle teenager who’s manipulated and taken advantage of for the wrong reasons.
During the war she’s used and abused for personal gain. And the only reason she knows how to speak English is because one man refused to let Violet be treated like trash. And his name is Gilbert.
That’s how Violet Evergarden becomes the person she is from episode 1, onwards. Beauty aside, she’s one of the most well-written female characters of all time if you ask me.
Mami Tomoe (Madoka Magica)
Mami Tomoe’s the mentor, “big sister” magical girl that everyone else looks up to. And seeks out for guidance on “what to do” and how to make the right decisions.
And even though Mami Tomoe appears tough and chipper on the outside, she’s anything but that. Mami stands tall and puts on a brave face for those around her.
It’s that kind of person she is. A person who chooses to focus on the best parts of her life, rather than getting lost in the past and the things she’s unable to change.
Shinobu Oshino from Bakemonogatari
Shinobu Oshino is a mysterious vampire girl and a cute anime girls with blond hair who acts as Meme Oshino’s companion in the ruins of Eikou Cram School.
Later in the series, she resides in Koyomi Araragi’s shadow during the day.
Kaori Miyazono from Shigatsu wa Kimi no Uso (Your Lie in April)
Kaori was noted to be a very beautiful teen girl whose height was average for her age and whose body was noted to be frail and delicate with wavy waist-length cute anime girls with blonde hair and pale indigo eyes.
Following Kaori’s hospitalization, her hair color and skin color began to fade into a duller hue and she also wore contact lenses, which are the same color as her eyes.
Victorique de Blois from Gosick
Victorique de Blois is a 15 year-old girl who studies at Saint Marguerite Academy, although she usually stays in the library of the school.
Chii from Chobits
Chi is a very petite persocom, being only 152cm tall (approximately 5ft).
She is thin and has a younger-looking body as her hips are smaller and does not have as much curvature as the older characters and she is a cute anime girls with blond hair.
Her weight is unknown; however, when her power is off, it has been observed that she weighs much more than she normally would.
Usagi Tsukino from Bishoujo Senshi Sailor Moon
Usagi is very trusting, and believes that everyone has a better nature. She doesn’t believe in killing innocent people, even when they had been transformed into vicious monsters, and always seeks ways to help them instead.
Usagi matures a great deal through the series, and even though she is still prone to some childish behavior and bouts of silliness, she becomes a capable young woman.
Misa Amane from Death Note
Misa is a short, slender, attractive young woman with long, straight, golden-blonde hair, most commonly styled with a portion of her hair in pigtails tied with red bands.
But occasionally worn loose as well and a cute anime girls. In the anime, it seems that she was a brunette at one point.
Konjiki no Yami from To LOVE-Ru
Yami is a cute anime girls with blonde hair, dark red irises, and a child-like figure. Her 3-sizes are B75-W52-H77.
Although it should be noted that she can change her appearance to look older with her transformation ability, her choice to remain in her child-like form is most likely due to the fact that it is comfortable when in combat.
Riza Hawkeye from Fullmetal Alchemist
